Georgia's Saakashvili challenged in parliamentary vote

TBILISI (Reuters) - Georgians elect a parliament on Monday with tension high after a prison abuse scandal that has turned the vote into the biggest test of President Mikheil Saakashvili's grip on the Caucasus Mountain nation in nearly a decade in power.

Saakashvili, a pro-Western leader who swept to the presidency after the bloodless Rose Revolution of 2003 and fought a five-day war with Russia in 2008, hopes to head off a challenge led by a once-reclusive tycoon with a fortune nearly half the size of the former Soviet republic's economy.

He must step down after a presidential vote next year, when constitutional changes will weaken the role of head of state giving more power to parliament and the prime minister.

That may give Saakashvili, 44, a way to remain in charge of the country of 4.5 million, an important gas and oil transit route to the West, if his United National Movement retains its dominance of parliament.

Many Georgians just want political and economic stability. The economy, hit by the 2008 war and the global financial crisis, has been growing again since 2010 but inflation is high again and is likely to hit 6-7 percent this year.

For Saakashvili's main rival, billionaire Bidzina Ivanishvili, the election is a high-stakes election debut.

"Besides being a contest for parliament, it is also a shadow leadership election," said Thomas de Waal, a Caucasus expert at the Carnegie Endowment for International Peace in Washington. He said the vote "marks a turning point for Georgia".

UPHILL STRUGGLE

Ivanishvili, 56, and his six-party Georgian Dream movement face an uphill battle to wrest control from the ruling party, but grim video footage showing the abuse and rape of inmates at a Tbilisi prison has increased their chances.

The video aired on two channels opposed to Saakashvili, one of which is owned by Ivanishvili, and has undermined the president's projected image as a reformer who imposed the rule of law and rooted out post-Soviet corruption.

The controversy has helped Ivanishvili make the case that Saakashvili has become an undemocratic leader who tramples rights and freedoms, and could help win over the large group of Georgians who summertime polls showed were undecided.

The prison scandal led to street protests and heated rhetoric which included Saakashvili trading barbs with Georgia's powerful neighbor Russia, which during the 2008 war strengthened its control of the breakaway regions of South Ossetia and Abkhazia, which make up about one-fifth of the small country's territory.

Saakashvili's supporters say the election could determine whether Georgia moves closer to Russia or remains a staunch U.S. ally. They accuse Ivanishvili, who made much of his money in Russia, of being a Kremlin stooge, a charge he denies.

THE BALLOT BOX OR THE STREETS

Concerns about post-election have triggered calls for restraint from the West, which wants a stable Georgia because of its role as a conduit for Caspian Sea energy supplies to Europe and its location between Russia, Iran, Turkey and Central Asia.

"Political leaders should be chosen through the ballot box and not on the streets," parliamentary delegation heads from the Organization for Security and Cooperation in Europe, the Council of Europe, NATO and the European Parliament said on Saturday.

Ivanishvili told a rally on Saturday "this regime's hours are numbered", but has also said Georgian Dream would accept any outcome deemed legitimate by international observers.

A poll by the U.S. National Democratic Institute in August gave UNM 37 percent support against 12 percent for Georgian Dream but showed 43 percent of respondents could vote either way. There have been no major polls since the abuse scandal.

Elected in 2004 after the Rose Revolution protests toppled President Eduard Shevardnadze, a former Soviet foreign minister, Saakashvili cultivated close ties with Europe and the United States and sought to bring Georgia into NATO.

He also clamped down on police bribe-taking, made frequent power outages a thing of the past and presided over an economic resurgence before Georgia was hit by the global financial crisis and a 2008 war with Russia.

But opponents say he has curbed democracy, persecuting opponents, pressuring courts and controlling the media, and he faces criticism for leading Georgia into the 2008 war with Moscow in which Russian forces routed his army. Google Launches Field Trip For Local Discovery With Your Android [Updates]

Imagine you are moving around in a place where you haven?t been before. What could be the next best thing to chatting to a local? It could be having your Android with Google?s new Field Trip app installed. Field Trip is your personal ?tour guide?. It works unobtrusively in the background ? senses your location, and offers information with pop-up notifications on local history, best places to eat, the local music scene, shops, or just places to have fun.

You could call it a hyper-local discovery tool that pops up with information about the place you are probably standing on. Field Trip is an interesting launch from Google because it gives annoying notifications a fresh twist. The Android app could help to cancel out the strangeness of visiting a new place. On the other hand it could help you discover familiar neighborhoods in entirely new ways. According to the app?s site, the information is collated from different sources like Thrillist, Food Network, Zagat, and Eater for eating joints; Sunset, Cool Hunting, WeHeart, Inhabitat, and Remodelista for shopping; Atlas Obscura and Daily Secret for local trivia; Songkick and Flavorpill for music.

(AP) ? Another cemetery has been added to the National Register of Historic Places, but this one's a little different. It has dogs and cats and iguanas and a lion cub.

The 116-year-old Hartsdale Pet Cemetery in the New York City suburbs is the first animal burial ground to win the honor.

The designation "is a fitting way to recognize the longstanding and significant role pets have played in our national history and culture," said Carol Shull, interim Keeper of the National Register.

Kevin Moriarty, a historian for the register, said Friday that Hartsdale is the only pet cemetery among the 2,698 cemeteries on the register. He said Hartsdale is notable because it marks a sharp change in how humans related to animals.

"It was in the early 20th century that pets began to be considered family members rather than livestock," he said. "Before then, a dead animal was likely to go out with the garbage."

The cemetery became popular with artists and celebrities ? George Raft and Mariah Carey have buried pets there.

About 75,000 animals and 700 pet owners are buried at the cemetery, which is on a woodsy slope in Hartsdale about 20 miles north of Manhattan.

Its many evocative markers often draw tourists. One, written by a man about his cat, says, "Here we sleep forever, I and my beloved Bibi, my loving companion for fourteen years." Another marker has 16 pets' names engraved into granite.

In 2008, a travel guide listed the cemetery among the world's 10 best places to be entombed ? along with the Taj Mahal and the Great Pyramids.

Hartsdale briefly ran into trouble with state regulators last year for allowing pet owners' ashes in with their animals, but the regulators eventually relented.

Ed Martin Jr., president and director of the cemetery, said he was delighted with the "honor and prestige" of the historic designation. A celebration on the grounds is scheduled for Oct. 6.

Martin said the cemetery's new status may help him win grants to help preserve the cemetery.

"Some of the old mausoleums need to be patched up and some of the old walkways," he said. "There are monuments that tip or sink. We take care of it now out of operating funds, but it does add up."

Scenarios A and B are as follows:

This Portfolio Review Committee was convened to recommend AST portfolios best suited to achieving the decadal survey goals under two budget scenarios: (A) AST purchasing power drops to 90% of FY11 levels, then rises to 106% of FY11 by FY22, and (B) AST purchasing power drops to 80% of FY11 levels by mid-decade, and remains flat through FY22. By FY22, the projected AST budget is only 65% in Scenario A and 50% in Scenario B of the budget NWNH assumed in recommending an AST portfolio. Indeed the AST budget is already $45M short of NWNH projections for FY12. This presents a considerable challenge in implementing the strong NWNH recommendations for both new facilities and for maintaining the strength of the grants programs. AST must find the proper balance between current facilities and new endeavors, between large projects and small grants, and between risk and reward. It must continue to invest in the training of a highly skilled and creative workforce.

Who Wants To Eat Jellyfish Omelets? Dolphin Meatballs? Mouse-On-Toast? These Guys

Foodwise, we live in choosy times, mostly choosing, "no thank you."

More and more of us choose not to eat meat or fish or eggs or fatty foods. We don't want anything too sugary, too fried, too raw, too strange. We tiptoe through the grocery as if it's a danger zone, hoping not to be tempted by a glazed donut.

That's the fashion, and I suppose it's a healthy one. Which is why you should know about two men who went wildly, dramatically, the other way. They tried to eat everything, no matter how improbable, how nasty ... well, almost everything. One lived in Rome, the other in Britain. Let's start with the Roman.

The Contender: Marcus Gavius Apicius

Marcus Gavius Apicius had a big house, a big kitchen and a sense of culinary adventure like no one else in first century Rome. He ate dangerously, creating meals so exotic, so daring, years later his recipes (or imagined versions of them) were collected in a cookbook named after him. I found of his dishes in Patrick Faas' 2005 Around the Roman Table. What did Apicius like?

How about dolphin meatballs? Boiled parrot? Jellyfish omelets? Sows' wombs in brine? Or maybe a little stuffed mouse?

If he'd never tasted it, he wanted to. If no one else could afford it, he could. He was very rich and his options were boundless.

The Most Outrageous Ancient Dish

He is said to have created (though no one can prove this) the single most outrageous dish of ancient times, hugely popular in the first century, especially in Rome, probably for its insane expensiveness. I'm talking about Lark Tongue Pie.

A lark, you may know, is a small brown and white bird that rises early and sings just as the sun comes up. It weighs about 2 ounces and has, I presume, a very small tongue, so it's daunting to imagine how one would find enough tongues to make into a meat pie. When I Googled for a recipe, I found this response in a discussion group:

...if you show up at my door with a bucket of lark's tongues I'd probably improvise something. (Actually, I'd probably call the police.)

But not Apicius. He wanted the attention these over-the-top meals could bring. He was such a generous host that Roman statesman Seneca says Apicius burned through his 100 million sestertii fortune until he was down to a mere 10 million. When he realized he would one day have to retrench and eat modestly, he threw one last banquet and then poisoned himself.

That's the danger of any addiction. It can make you mad. But not if you're a little bit wacky in the first place. Which brings me to my other, and in this case I'd have to call him my All Time Champion Eater, a man who lived to be 80-something and systematically tasted everything he could possible swallow, tongue or chew. I am talking about an Englishman named William Buckland.

The Champ

In the early 1800's, Buckland was a biblical geologist, the first trained geologist ever at Oxford. He also was a great admirer of animals. He had an odd assortment of live ones at his home, (a hyena, a monkey, allowed to wander the halls). He also had a collection of stuffed ones. Sometimes he would bring samples to class. By one account, while teaching at Oxford, he dropped a large hyena skull onto the lap of a (terrified) student and asked "What rules the world?" When the student didn't answer, he cried, "The stomach, sir!" It's the stomach that "rules the world. The great ones eat the less, the less the lesser still ..." And therefore, he taught, whoever dominates the world of plants and animals can (and should) eat all the others.

What rules the world? The stomach, sir!

And to demonstrate, that's what he did. He ate nearly everything. He made it a lifelong project, systematically working his way through all the animals in Noah's ark, snacking on each of them.

A couple of times, he balked. One mole repulsed him. He gagged on a bluebottle fly. But with a little butter, most things went down. Says author (and Radiolab regular) Sam Kean, Buckland ate (and offered his guests) "Crisp mice in golden batter. Panther chops. Rhino pie. Trunk of elephant. Crocodile for breakfast. Sliced porpoise head. Horse's tongue. Kangaroo ham." He also sipped dangerously.

One time he was visiting a cathedral and was shown a miracle: Apparently a beam in the roof was dripping fresh saints' blood to the floor. That, anyway, was the local legend. Buckland, "never one to turn down the opportunity to try a new flavour," says journalist Fraser Lewry, "licked the flagstones and was able to disprove the myth, immediately identifying the mystery liquid as bat urine."

How To Explain Dr. Buckland

Eww. Why did he do it? Sam Kean says Buckland spent a lot of time in the woods or away in the mountains digging and had such "limited dining options" that maybe he learned to eat pretty much anything. Or "[i]t may have been a harebrained scheme to get inside the minds of the extinct animals whose bones he dug up."

"Mostly, though," says Sam, "he just liked barbequing ..."

That's why he's my champ. He wasn't as rich as Apicius. He wasn't as inventive. But he had a joy in him, more than a hunger; he had a mission to taste, to explore, to dare.

His craziest moment may be apocryphal, but it was a story his friends told at the time. One day, he was visiting a friend who wanted to show off a special family treasure. It was sitting in a silver snuffbox. Buckland looked in, and there, cushioned in the box was a desiccated morsel of King Louis XIV's heart. That's the Louis who built Versailles. Louis, the Sun King.

"I have eaten many strange things," Buckland said to his friend. "but have never eaten the heart of a king." With that, before anybody could stop him, he popped the piece in his mouth and swallowed.

Facing tough road in Ohio, Romney and Ryan embark on bus tour

DAYTON, Ohio (Reuters) - Facing a tough path to victory if they cannot win Ohio, Republicans Mitt Romney and Paul Ryan launched a two-day bus tour on Tuesday to try to boost their fortunes in a state that polls show could be slipping away from them.

The Republican nominees for president and vice president appeared together for the first time in more than three weeks, part of what aides vow will be a more aggressive phase of campaigning after Romney spent much of the past two weeks raising money and holding few public rallies.

Romney emphasized his claims that Democratic President Barack Obama's policies are preventing the U.S. economy from a full recovery and that Obama has not been tough enough in pushing back against Chinese trade practices that have led to cheap goods flooding the U.S. market and killing American jobs.

Romney accused China of a wide variety of trade abuses, from holding down the value of its currency to keep its products cheap, to stealing U.S. intellectual property.

"We cannot compete with people that don't play fair, and I will not let that go on," Romney said.

SCRAMBLING IN OHIO

Romney's message on China has been a central part of his stump speech all year. Obama's campaign has responded with a television ad that accuses Romney of outsourcing jobs to China during his time as a private equity executive at Bain Capital.

Romney and his team hope the trade message will resonate in Ohio, a politically divided state that is key to his chances of winning the presidency - but where polls indicate Obama has opened up a lead.

Ohio's unemployment rate in July was 7.2 percent, better than the national level of 8.1 percent.

It is difficult to see how Romney could win the November 6 election without Ohio.

He has a narrower path than Obama to get the 270 electoral votes needed for victory, and most scenarios require him to win the Midwestern state where thousands of jobs were saved by the Obama-backed government bailout of the auto industry.

Romney aides dismissed surveys showing the Republican presidential ticket falling behind Obama in Ohio on a day in which a Washington Post poll showed the president with an 8-point lead over Romney, 52 to 44 percent.

Romney political director Rich Beeson told reporters on the candidate's plane that the campaign's internal polling showed a closer race in Ohio, within the survey's margin of error. He accused the Obama campaign of "spiking the ball at the 30-yard line," or declaring victory in the state long before the election.

"I kind of hope the Obama campaign is basing their campaign on what the public polls say," Beeson said. "We don't. We have confidence in our data and our metrics."

'MORE AGGRESSIVE, ASSERTIVE'

Romney has suffered a series of stumbles in recent weeks that have knocked him off message and given the advantage to Obama.

Some Romney supporters hope their candidate will put that behind him with an aggressive campaign schedule in the 10 or so key states that will decide the outcome of the election.

"I would like him to be more aggressive, assertive in detailing his plans, making people vote for a future and not against an alternative future. I want him to focus more on what he's going to do," said Ken Warner, 50, a software engineer from South Dayton, Ohio.

Romney sought to generate some fresh energy by appearing with Ryan, a Wisconsin congressman and budget hawk who is popular among conservatives - many of whom have been disappointed that Ryan has not been a more prominent force in Romney's campaign.

In introducing Romney, Ryan pointed to Romney's experience in the business world and said Obama is trying to distract Americans' attention from the economy.

"This president cannot run on his record. This president is going to say anything and everything to try and blame, to try and duck, to try and distort, to try and divide, to try and distract," Ryan said. "You know what, Ohio? We're not going to let him."

Joining Romney and Ryan on stage were two Republican senators, Rob Portman of Ohio and Rand Paul of Kentucky. Paul is the son of Ron Paul, a Texas congressman who ran against Romney for the Republican presidential nomination and has declined to endorse Romney.

Portman was on Romney's short list to be the vice presidential running mate. Now he is playing the role of Obama in mock debate sessions that Romney has been conducting to prepare for three presidential debates that may prove decisive in the election. The first one is on October 3 in Denver.

Romney quipped that Portman is playing the role of Obama well.

"I want to kick him out of the room, he's so good," Romney said to laughter.

Biologists uncover dynamic between biological clock and neuronal activity

ScienceDaily (Sep. 25, 2012) ? Biologists at New York University have uncovered one way that biological clocks control neuronal activity -- a discovery that sheds new light on sleep-wake cycles and offers potential new directions for research into therapies to address sleep disorders and jetlag.

"The findings answer a significant question -- how biological clocks drive the activity of clock neurons, which, in turn, regulate behavioral rhythms," explained Justin Blau, an associate professor in NYU's Department of Biology and the study's senior author.

Their findings appear in the Journal of Biological Rhythms.

Scientists have known that our biological clocks control neuronal activity. But not previously understood is how this process occurs -- that is, how does information from biological clocks drive rhythms in the electrical activity of pacemaker neurons that, in turn, drives daily rhythms?

To understand this mechanism, the researchers examined the biological, or circadian, clocks of Drosophila fruit flies, which are commonly used for research in this area. Earlier studies of "clock genes" in fruit flies allowed the identification of similarly functioning genes in humans.

In their study, the researchers focused on eight master pacemaker neurons located in the central brain -- these neurons set the timing of the daily transitions between sleep and wake in the fly. Specifically, they were able to isolate these neurons from animals and identify sets of genes differentially expressed between dawn and dusk.

In a series of follow-up experiments, they concentrated on one gene, Ir, whose expression was found to be much higher at dusk than at dawn and much more highly expressed in pacemaker neurons than in the rest of the brain. Ir encodes a potassium channel that helps set the resting state of neurons -- and so its rhythmic expression makes it an excellent candidate to help link the biological clock to pacemaker neuron activity. High levels of Ir expression at dusk should make it much harder for pacemaker neurons to signal than the low levels seen at dawn, a finding that fits with earlier studies showing that pacemaker neurons fire more at dawn than at dusk.

The authors also found that genetic manipulations that either increase or decrease Ir levels affect behavioral rhythms. Perhaps more interestingly, these were also associated with changes in the timing and strength of oscillations in the core clock.

"Biology is never as simple as we imagine it will be," explained Blau. "We were looking for an output of the biological clock that would link the core clock to neuronal activity. Ir seems to do this, but it also, remarkably, feeds back to regulate the core clock itself. Feedback loops seem to be deeply engrained into the biological clock and presumably help these clocks work so well."

The study's other co-authors were: Marc Ruben, a doctoral candidate; Mark Drapeau, a former postdoctoral researcher; and Dogukan Mizrak, a doctoral candidate. The study was funded by grants from the National Institutes of Health.

Greek government faces first big anti-austerity strike

ATHENS (Reuters) - Flights and trains were suspended, shops pulled down their shutters and hospitals worked on emergency staff on Wednesday in Greece's first big anti-austerity strike since a coalition government took power in June.

Called by the country's two biggest unions representing half the four-million-strong work force, the walkout is expected to bring out thousands of Greeks to the streets to protest at a new round of belt-tightening demanded by EU and IMF lenders.

"The new measures are unbearable, unfair and only worsen the crisis. We are determined to fight until we win," said Costas Tsikrikas, head of the ADEDY public sector union.

"We call on all workers to join us in the march against the policies that the troika is imposing."

The traditional summer break has allowed the conservative-led government of Prime Minister Antonis Samaras to enjoy relative calm on the streets since narrowly coming to power on a pro-euro, pro-bailout platform.

But ADEDY and its private sector counterpart GSEE were predicting a big turnout on Wednesday to end the seasonal lull.

"This strike is only the beginning in our fight," said ADEDY unionist Despoina Spanou.

About 3,000 police - twice the number usually deployed - will stand guard in the center of Athens as authorities brace for the rioting that has marked past rallies. Athens last witnessed serious violence in February, when protesters set shops and banks ablaze as parliament approved an austerity bill.

Ahead of marches scheduled later in the day, ships stayed docked, museums and monuments shut to visitors and air traffic controllers walked off the job for a three-hour stoppage.

Much of the union anger is directed at spending cuts worth nearly 12 billion euros ($15.55 billion) over the next two years that Greece has promised the European Union and International Monetary Fund in an effort to secure its next tranche of aid.

The bulk of those cuts are expected from slashing wages, pensions and welfare benefits, heaping a new wave of misery on Greeks who say repeated rounds of austerity have pushed them to the brink and failed to transform the country for the better.

A survey by the MRB polling agency last week showed that more than 90 percent of Greeks believe the planned cuts are unfair and burden the poor, with the vast majority expecting more austerity in coming years.

But with Greece facing certain bankruptcy and a potential euro zone exit without further aid, Samaras's government has little choice but to push through the unpopular measures, which have also exposed fissures in his fragile coalition.

With Greece in its fifth year of recession and no light at the end of the austerity tunnel, analysts say Greek patience is wearing thin and a strong public backlash could tear apart the weak conservative-led coalition.

"What people want to tell Samaras is that they are hurt and Samaras could use this to demand concessions from the troika," MRB polling director Dimitris Mavros said.

"The people are willing to give the government time, but on certain conditions like cracking down on tax evasion and securing a bailout extension. If the government succeeds in that, its life will also be extended." ($1 = 0.7715 euros)

Performing Arts Concert Hours Now on Podcast | The Telescope ...

Palomar Performing Arts Department is making its weekly Concert Hour available to the masses by streaming it online.

Weekly selections from the department?s Concert Hours series are now being recorded for podcast so students and the general public can stream or download the content for their listening pleasure.

?It?s really a way for us to reach out to the community and share the series with? everybody,? said Justin Smiley, manager of Performing Arts Production.

The podcasts are being recorded and edited from the free Concert Hours that take place? on campus most Thursdays from 12:30-1:20 p.m. during fall and spring semesters.?Concerts take place in either the Performance Lab (D10) or the O2 Performance Studio. Each hour? acts? as both entertainment and enrichment that focuses on featuring a musical act for its audience. Podcasts will be uploaded weekly.?The first September Concert Hour is already ?online, and two Concert Hours from last year have been posted as well.

The diversity of the musical content is what makes the series renowned across the ?country and even the world, officials said recently.

?Each hour features a professional performance. It can be a string quartet, piano solo,?or even rock music,? said Randy Hoffman, publicity/program coordinator for the Performing? Arts Department. ?The series is remarkably well-respected amongst musicians and organizations, including the Center for World Music. We have notoriety across borders.?

This isn?t the first technological advancement for the department?s Concert Hours. They ?tried live webcasting the series over the course of 10 years, but it didn?t pan out how they ?would have liked.

?It was Chad Ohlheiser who talked to me about switching to podcasts because we?encountered a certain amount of technical problems with a live webcast. A lot of times the ?webcasts wouldn?t load, and the quality was inconsistent. We figured a podcast would be a more stable platform to work from,? Hoffman said.

While the concerts are exciting to view in person, the department believes the podcasts ?will supplement, and even benefit, the live performances.

?The subscriber can actually listen to the podcasts on their own time,? said?Ohlheiser, audio production coordinator for the department. ?It will also give listeners the?opportunity to listen to the pieces a few times, which can be helpful especially if you?re studying music so you can get deeper into the sound.?

With acts that come from not only San Diego, but all over the world, Hoffman and the?department?s ultimate goal of podcasting is to have the music reach a larger audience.

?We?re all about getting more people involved. I want to attempt to show listeners how?big the music world is. Podcasting creates the potential for more people to enjoy Concert Hour?other than Thursday at 12:30,? he said.

Currently, only audio podcasts are available for download. Ohlheiser and the rest of the? staff are hoping to incorporate video in the near future as well, with aspirations that the ?department can assemble a full archive of concerts.

Newly Formed Denver Holding Company Voice Media Group To ...

DENVER, Sept. 24, 2012 /PRNewswire/ -- New holding company Voice Media Group today announced that it has signed an agreement to purchase the publishing and related sales properties owned by Village Voice Media Holdings, LLC. The purchase includes the iconic Village Voice Media alternative weekly newspapers and their associated websites, as well as the national advertising arm of the company.

The buyout is being led by Scott Tobias, who has been Village Voice Media Holdings' chief operating officer and will be chief executive officer of the new Voice Media Group. Christine Brennan will become executive editor of the new enterprise after more than nineteen years as the executive managing editor at VVMH, and Jeff Mars will serve as chief financial officer, also building on his experience as vice president of financial operations for VVMH. Tobias, Brennan and Mars will comprise Voice Media Group's executive team.

Backpage.com, also currently owned by Village Voice Media Holdings, is not part of the buyout. Backpage.com will go its own way as a separate company with separate ownership.

"Voice Media Group will center its attention on the growth of the renowned weekly publications and continue its expansion into new and exciting mobile and online platforms," said Tobias. "We are focused on building a dynamic media business that allows our advertisers to target local audiences through multiple platforms. We will continue to offer advertisers a national footprint with hyper-local reach and we will continue to provide high-caliber and comprehensive content to our readers."

Under the terms of the agreement, Voice Media Group will own and operate the following print publications and corresponding digital properties: Village Voice (New York), LA Weekly (Los Angeles), Westword (Denver), New Times (Phoenix), Houston Press, Dallas Observer, Riverfront Times (St. Louis), New Times (Miami), City Pages (Minneapolis), New Times (Broward), SF Weekly (San Francisco), Seattle Weekly, and OC Weekly (Orange County). Voice Media Group will also purchase and take over VVMH's national advertising division, which will now be called VMG National. VMG National will continue to sell national advertising for more than 56 partner sites and publications, reaching more than 3 million readers across 56 key metro markets each week.

Scientist at Work Blog: Getting Ready for the Storms of the North Pacific

Ansel Adams always said that chance favors the prepared, but these days I wonder how far ahead he looked before taking his photos. Four years ago, my lab at the University of Washington started building a new buoy to measure the turbulence in breaking ocean waves. Now the chance to use it is fast approaching. Preparation is foremost on my mind.

Later this fall, we will embark on a research vessel toward an otherwise random spot in the north Pacific Ocean called Station P, more than 1,000 miles offshore. This station has a long history, with regular water samples from there going back 60 years. We?ll be looking for storms and big waves. If the data we have from the past couple years are any indication, we should see waves more than 10 meters (33 feet) high. The new buoys have been tested only in waves up to three meters high. That?s on my mind too.

It?s not like we?ve been avoiding the bigger waves; in fact, we?ve spent two years looking for them. The new instruments, which we call Swift buoys (for Surface Wave Instrument Floats with Tracking), have logged more than 1,300 hours of water time.

We have broken, battered and crushed all manner of things while trying to get these buoys into the roughest conditions possible. We have even capsized a small boat in the process. Indeed, the boat is part of the problem: To operate in big waves, we need a big boat. We need a global-class research vessel, of which there are only a handful in the United States and which cost $30,000 a day. This fall is our chance to use one of these vessels.

We know the waves in November will be big, because we have been measuring them for the past two years at Station P (usually referred to as Papa, according to the phonetic alphabet) with another type of buoy, called a WaveRider. The WaveRider is a recent addition to the station, one that is part of a larger effort to use the station for climate research. The station is 4,200 meters deep ?about 2.6 miles, a vertical distance equivalent to the average morning jog around the neighborhood ? making moorings, and everything else, difficult. The WaveRider mooring needs to be replaced, and that is the other goal of the trip. Another thing to prepare for.

Preparing involves a lot of incremental tasks. Yesterday was mundane: Joe was spooling mooring line at the warehouse, Alex was assembling a camera system to record waves from the bow of the ship, Mike was processing test data, and I was obsessively checking the satellite feed from the WaveRider (the battery is dying and thus always on my mind). Spare parts, fasteners and batteries were constantly arriving and being sorted according to a giant packing list. The lab was humming along at a reasonable, steady pace, and we were on schedule to go to sea in seven weeks.

Today, however, was not mundane. This morning, the ship coordinator called to say that the ship?s propulsion system had failed (chance?) and the necessary repairs would take the rest of 2012.

I braced for the worst ? we?re being canceled?

?Not yet,? was the reply from the fleet coordinator. Then: ?Let me see what the rest of the fleet has lined up.?

A few hours later, a salvage proposal came back. We could take a smaller vessel, departing three weeks from today, not seven. I said we would take it.

That reasonable, steady pace just left the building. To depart in three weeks means we send a shipping container with our equipment in one week.

Tomorrow, preparing will rapidly turn to packing. By Sept. 26, we will be ready. Then chance will drive the storms, and we will be driving ourselves ? to do more, to sleep less, to stay sharp amid the dark seas, and to make the most of our chance.

Constraining world trade is unlikely to help the climate, study finds

ScienceDaily (Sep. 23, 2012) ? From rubber dinghies to television sets: the emissions of greenhouse gases in countries like China are to a significant extent caused by the production of goods that are exported to Germany or the United States. But this doesn't necessarily mean that Western countries have relocated their emission-intensive industries and hence escape regulation for climate protection. This is shown in a study appearing in Nature Climate Change this week.

Instead, researchers were able to pin down a number of factors explaining the pronounced imbalances between emission importers and exporters, the US current account deficit being one of them. Their conclusion: interventions in world trade, like CO2 tariffs, would probably have only a small impact on global emissions.

Steadily growing world trade leads -- as earlier research has shown -- to a substantial transfer of CO2 from one country to another. The traded goods effectively contain the greenhouse gas, as it originates from the energy used during their production. "Typically, in the West we import goods whose production causes a lot of greenhouse gas emissions in poorer countries -- and it is a contested question to which countries these emissions should be attributed," explains Michael Jakob from the Potsdam Institute for Climate Impact Research (PIK), one of the authors. This is a delicate issue, because many Western countries have ambitious targets for emissions reductions. Simply transferring emission-intensive industries to third countries in order to achieve these goals would not serve climate protection -- and might even damage the economy.

Almost half of the CO2 transfers into the US are caused by the American trade deficit

"For the first time, we have now broken down the known emission transfers into their components," Jakob says. The economic analysis is based on an evaluation of estimates that were determined by other researchers in earlier studies. "We can show that of the CO2 flowing into the US in form of imported goods, almost 50 per cent are due to the American trade deficit alone," Jakob explains. The US emits less CO2 in the production of its exports than is contained in its imports, simply because it imports more than it exports. "And only about 20 per cent of CO2 transfers from China into the US can be traced back to the fact that China is in effect relatively more specialized in the production of dirty goods," Jakob says. But this is the only driver of emission transfers on which the currently controversially discussed climate tariffs could take effect.

Without world trade, the emission of greenhouse gases in countries like China could potentially be even higher than today, according to the study. Western countries often export goods like machines that need a lot of energy in the production process. Usually, this energy stems from comparatively clean production processes. On the other hand, China produces a lot of export goods like toys, whose production needs relatively little energy, but stems from emission-intensive coal power plants. If China with its fossil energy mix had to produce more energy-intensive goods itself instead of importing them, emissions would increase. "In the end, interventions in world trade could do more harm than good," says co-author Robert Marschinski from PIK and Technische Universit?t Berlin.

"The crucial question is how clean or how dirty national energy production is in each case"

"Crucial for CO2 transfers is not only world trade, but also the question of how clean or dirty national energy production is in each case," Marschinski emphasizes. To look only at CO2 transfers could be misleading. If for instance the European Union were to adopt new low emission production methods, its net imports of CO2 could increase even though there is no relocation of production.

"To really justify trade-policy interventions like the much discussed CO2 tariffs, further analysis would be needed -- the observed CO2 transfers alone are not enough as a basis," Marschinski explains. "Such measures cannot replace what it really takes: more international cooperation." Binding global climate targets could give incentives for investors to promote low-emission technologies. Innovations in efficiency could get financial support, and regional emission trading systems could be linked with each other, Marschinski says. "All this could help to achieve climate protection targets in an economically reasonable way."
