The Fertility of Failure

Saturn and Achievement

You probably know about Saturn ... restrictions, frustrations, self consciousness and criticism, inner recognition of talent, and the relentless failures that create obstacles to achievement in that sector of life. One hurdle begets another. But for Saturn, failure is a treasure chest that holds the key to solid and enduring success, after trial, error, correction, and perfection.

Saturn delivers rewards only after sustained effort. We're taught that failure is an embarrassment, an invalidation of self, and a blight on one's character, none of which is necessarily true. Not succeeding at a desired goal can merely be a step to higher achievement as a result of working more and improving skills, and waiting until technique is honed to its best productive level.

Frequently failure leads to studying what's wrong, and sometimes this educational nugget is sewn into the fabric of a venture from the start to make sure it doesn't work out. It's only meant to be a step in the direction toward satisfactory achievement, especially if one aims high. The obstacles provide information, direction, and insurance for the future. In that case, failure comes as a relief so one can move on.

I think one secret of a good life is seeing the value in these blocks as an individual progresses, learning not to perceive them as personal flaws, but another day in mastering the tied shoe lace. I'm sure you remember trying over and over to accomplish a feat, even getting to the point of despairing and giving up, but then the magic moment comes and it all clicks into place bringing pride and jubilation.

Saturn can't function without setbacks and disappointment. Much of what is finally produced by the entity rests on the full acceptance of this state of affairs, wherein ideas are formulated and edited and practice is performed until evidence of expertise is tangible. Within failure lies solid confidence, when you realize how good you've become regardless of others' opinions. The aim is to find self validation and then you're ready for presentation in the world with accompanying success. Saturn provides a framework of support while you work on inner development until ready to emerge. Then the restricting barrier comes down.

And so it is for the United States and her Pluto return in Saturn ruled Capricorn. Failure is becoming a familiar phenomenon in American politics as a frustrating paralysis has gripped the governmental processes. After the previous administration hopes were extremely high that the nation's troubles were over when the term ended and the new exciting person took charge. Of course people hoped for quick redemption and better times, but considering the cumulative number of flaws in the system, an acceptance of the country's mistakes will probably be required with no magic bailouts, no shortcuts through enchanted woods, and no magic saviors, even with Neptune in Pisces.

The moist enchanted woods are actually a good symbol for the rich aromatic fertile soil that gives birth to growth with Saturn, especially with Pluto's love of useful decay. And in decay is where our system is. It's no wonder that the chaotic patchwork efforts to piece it together are failing noticeably. So noticeable, in fact, that even the medicated and/or distracted masses are perceiving the absence of success. A very good sign. If the failure is so potent as to penetrate the thick cloud around the American people's cognition, then who knows what could happen? In time. It seems like the fall has been stepped up lately and I think that's also a good sign. With a Saturn return just completed, we're opening a new phase in our destined acquisition of justice and equality through many more challenging encounters. One must always remember, that with Saturn, these prizes must be earned. It's impossible to determine when intellectual ideals match group evolution. The ideals always have to be a step ahead, don't they? So acceptance of the failure to reach them could turn attention to the progress already made and what needs to be done to get to the next level.With Saturn returning to natal Saturn in Libra the phenomenally uncivilized discourse dominating the public arena was impossible to miss. Shocking comments often crossing the border into obscenity have become accepted routine and the infantile name-calling from everywhere keeps sending us further into the dark ages of verbal sharing. If you read speeches from history you can see the decline and it's possible that the descent into barbaric communication has a purpose. Education is also in decline and other factors are combining to bring collective attention to the improvement necessary in order to fulfill the Libran destiny. Libra is one on one and I've always had a theory that the two party system the country favors is the path to learning how to carry on high minded debate and eventual cooperation. Sometimes the opposite is one step to the goal. Language changes as history progresses but the urge to come to productive agreement remains. We really do want to work it out, don't we? We do really like one another, do we not?

Interestingly, the presidential debates this year had a curious combination of civilized exchange and boorish childish outbursts. Bodies were twitching, but a few ideas did actually penetrate the barrier separating the eager listener/students and the frightened ego driven maniacal performers. Truth was evasive inasmuch as?it ever honestly wants to be revealed. Glimmers will suffice.

Dreams of an economic promised land for all citizens has diminished markedly and the widening gap between the haves and have-nots seems destined to continue until resolution looms into view. Perhaps the lowered standard of living is exactly what's indicated for numerous reasons, one being the preservation of what we've got left on a finite earth. The psychological health of a population content with what it has instead of grasping and growing every millisecond of the day could be a major payoff after the contraction and failure of Saturn is complete. Of course you know that will take plenty of time in Saturn's slow and steady way.

The failures in the Middle East seem poised to continue and even escalate and these too could be instructive in terms of rerouting the country from her military expansion. Internal conflict with its high level of violence and bursting prison system at home has been neglected in favor of murder elsewhere. I "fail" to see how we can continue on this path and expect a healthy society. But for now, the realities are coming into focus with potential deterioration before repair.

?The grand experiment in creative democracy that started in 1776 has not met its mark quite yet, and a good look at why might help, in case any are still looking for an ideal. With Pluto returning in Capricorn it could seem at first that the failure is profound, and with that understanding some degree of hopelessness can be expected on and off. Exposing the depth of it is probably preferable to covering it up and that takes practice. People who point it out might be shunned since ideas about fixing the systemic failure haven't been fully formulated yet. But listening carefully, as painful as it might be, hopefully will be the choice. Increased governmental control is not the answer given its current state, nor is absence of government considering the helplessness of the body politic. Smaller government, bigger government, it makes no difference when the entity is faulty. Working with the discomfort of Saturn is a virtual guarantee that intelligent use of the time will eventually reap productive results from failure's fertile ground. Theoretically speaking.

Dr. Doug McGuff on Fitness, Health and Liberty | Free The Animal

Back in August I had the great opportunity to present at The 21 Convention alongside longtime friends Keith Norris, Skyler Tanner, Greg Swann and...Dr. Doug McGuff. After Doug's presentation, we headed over to Skyler's house for a meal just hours before I was to fly out.

A few days later I blogged about Doug's presentation in detail:?Dr. Doug McGuff?s The 21 Convention Presentation in 2 Words: You?re Fucked. Lot's of good comments on that post expounding upon the problem.

So just today, the video of his full presentation has been released on YouTube. His previous 21 Convention presentation a few years back stands at nearly 190,000 views, so that's an indication of the quality, depth and insight Doug always brings. Of course, those who have read his co-authored book,?Body by Science, already know the kind of knowledge and experience Doug brings to the table.

So here you go. Make yourself some available time and watch this, and then spread it around, especially in a time when everyone's going on and on about who's gonna pay for there health care besides themselves. Here's a true look, from the inside and in the trenches.

If I've ever met a nicer guy than Doug, I just don't remember it. Here's a guy who has practiced as an ER doc for 23 years?a place where seconds count and there's never a second chance. He cares deeply for people, yet is no willy-nilly bleeding heart. He knows what it really takes to provide real medical care competently.

Unfortunately, guys like him will never have a seat at the healthcare policy table, when in reality, guys like him are the only ones who ought to have such a seat.

Movie review: 'Flow State' at its best when the skiers are floating, not ...

Although it's obscure, "Flow State" is a great movie title. If you immediately respond to it, the movie's probably for you. If you don't know what it means, it probably isn't.

The latest from prolific Warren Miller Entertainment, "Flow State" is more of the same, a combination of skiing tricks, spectacular scenery and awkwardly scripted "conversations" between dudes and bruhs trying to decide when to hit the slopes. "Flow State" also briefly includes non-dude Kaylin Richardson, the two-time Olympian and Minneapolis native who will be in attendance at the Friday night screening of "Flow."

It's painfully obvious that the supposedly spontaneous ski bum chatter was scripted, because it sounds nothing like they do when they're

speaking off-the-cuff (which is like this: "Why do I ski? Cuz it's awesome!"). The exception to the awkwardness is a segment that focuses on septuagenarian forefathers of trick skiing, a bunch of guys who come off as articulate, nostalgic and sharp. Otherwise, "Flow State" -- oh, the title refers to when a skier is in the zone -- is best when it just lets the skiers float down one stunning mountain after another.

The day after the last presidential debate, Ohio is once again ground zero for visits by the presidential candidates and their surrogates. Democrats, especially, are really ratcheting it up this week.

President Obama and Vice President Joe Biden are meeting up in Dayton for a rare joint appearance, the day after Biden stumped in Northeast Ohio. And Mr. Obama plans to wrap up a two-day swing state blitz on Thursday evening with a rally at Burke Lakefront airport in Cleveland.

Mitt Romney will be in Cincinnati and Defiance Thursday and his oldest son, Matt, is in southeast and south central Ohio today.

Meanwhile, Kentucky Democrats are shifting money to the Buckeye state.?Romney is expected to easily win Kentucky, while Ohio remains a swing state leaning slighting President Obama?s way.?Both parties often shift funds in the final days of a campaign from states where they often have big leads or big deficits.

And conservative advocacy groups co-founded by Karl Rove are making their biggest buy yet in this year's Senate elections. Crossroads GPS says it's spending $5.8 million this week in Ohio and five other states.

Federal prosecutor assigned to voter intimidation/fraud
The Justice Department is assigning a team to handle complaints of voter intimidation and voter fraud on election day in Ohio.

Ann Rowland will lead the Northern Ohio team. She was the lead prosecutor in corruption case against former Cuyahoga? County Commissioner Jimmy Dimora.

In announcing her appointment today, U.S. Attorney? Steven Dettelbach said, ?Every citizen must be able to vote without interference or discrimination and to have that vote counted without it being stolen because of fraud.?

Rowland? will be on duty all 13 hours the polls are open on Nov. 6, from 6:30 a.m. to 7:30 p.m. The FBI also will have special agents in field office nationwide to investigate claims of abuses.

Ohio Historical Society and Smithsonian ink a deal
The Ohio Historical Society and the Smithsonian Institution are now formally affiliated.

The two have signed an agreement that gives the Ohio society access to the largest museum collection in the world and to training by the Smithsonian. ?It?s also expected to give a higher profile to Ohio-related exhibits on the national and global stage. The Smithsonian runs 19 museums and the National Zoo, as well as research facilities.

Akron-based FirstMerit has once again announced a jump in profits, following cuts of nearly 300 jobs from a year ago.

The bank?s third-quarter report shows profits up 9 percent compared to the same period a year ago.

FirstMerit has reported quarterly profits for more than 13 years -- even during the great recession, and it was tapped by the feds to take over dozens of failing banks in the Chicago area. T

The company has also announced it is buying Citizens Republic Bancorp of Michigan. That will give FirstMerit branches in Ohio, Pennsylvania, Michigan, Illinois and Wisconsin.

The Akron teen suspected in the slayings of three men lured by phony Craigslist job offers says he went along only because he feared the triggerman would kill him, too.

Soft-spoken 17-year-old Brandon Rafferty testified Tuesday at his trial in Akron. He says he was stunned by the first killing as the victim interviewed for a southeast Ohio farm job.

Rafferty's co-defendant is a self-styled street chaplain Richard Beasley. He?s pleaded not guilty and will be tried later.

Few have worked as closely with Cam Newton as Warren Moon, and the Hall of Fame quarterback is still defending last year?s pupil, even while acknowledging his need to improve.

Moon thinks placing too much of the blame for the Panthers? 1-5 start (and the firing of general manager Marty Hurney) at the second-year quarterback?s feet is wrong, and any suggestion he?s a bust is ridiculous.

?I think a lot of this is because so many people want to say ?I told you so? about him, but couldn?t because he was so good last year,? Moon told Yahoo?s Mike Silver in a wide-ranging interview. ?I think people are overreacting. How can he be a bust? He just had one of the great years a rookie has ever had, and now he can?t play? Come on.?

Moon acknowledged he?d like to see Newton adopt a more even-keeled approach, something he?s done more of in recent weeks. But as he did prior to the draft?last year, Moon thinks there?s an undertone of racism to some of the criticism.

?I don?t understand it,? Moon said. ?I heard somebody compare him to Vince Young. It?s the same old crap ? it?s always a comparison of one black to another black. I get tired of it. I get tired of defending it.

?If you want to compare him to someone because of his demeanor, compare him to Jay Cutler. There are a lot of guys who whine and moan. Cam?s not biting anybody?s head off or pushing his linemen. He?s just disgruntled, and not handling losing well, because, think about it, he basically didn?t lose in college.

?I don?t think Cam?s as bad as Cutler, because Cutler looks like he doesn?t give a damn sometimes, or he?s yelling and cussing at someone. Cam, he just looks down when they?re losing.?

Moon also doesn?t think the Panthers coaches are putting Newton in good positions to succeed by ignoring the run game with the talent they have, and leaning too heavily on the read-option principles he ran in college.

?I don?t know why they got away from what they were doing last year,? Moon said. ?They were running more of a pro-style offense, and now they?re going more to the read-option, the stuff he did in college. I think some of it is coaching. I think some of it is they don?t have enough good players yet. And there?s no question he?s not playing as well as last year.

?That offense doesn?t allow you to be an NFL-type quarterback. It?s a lot of tricks, sticking the ball into a running back?s stomach, trying to freeze the defense. Even though he can do that and had success with it in college, I don?t think it serves him well in the long run. You can?t keep going back and forth. I think he?s a little bit confused with the footwork, and I think that?s one of the problems with his accuracy ? his feet are crossed up. Why this change? I think it?s backfiring. I think they?re out-thinking themselves.?

Sounds familiar.

Depeche Mode to kick off 2013 world tour in Tel Aviv

PARIS (Reuters) - Depeche Mode, the British synthpop pioneers whose hits "People Are People" and "Master and Servant" cemented their status in 1980s New Wave and beyond, are planning a 2013 worldwide tour to follow the release of a new album.

The band, which has sold over 100 million records since its 1981 debut album, launch the tour in Tel Aviv on May 7, followed by 34 shows in Europe and a leg in North America.

"To be making music for more than half our lives ... it's pretty incredible to still be able to do that," lead singer Dave Gahan told a press conference in Paris on Tuesday.

Dressed all in black, the three members of the band - Gahan, Martin Gore and Andy Fletcher - acknowledged their longevity in the music business while making off-hand jokes about their ages, now 50 and 51.

"I've got some notes here -- memory's not so good," quipped Gahan, who made passing references to his past substance abuse problems and the "ups and downs" of the band, which last toured in 2009-2010.

"Performing onstage is really what it's all about these days," he told the crowd of press and fans. "It's very different from what it was 20 years ago. You get the energy from the performance."

Gore, the band's principal songwriter, revealed little about the upcoming album, their 13th studio album for which Depeche Mode recorded 20 tracks. But he let slip a teaser for fans.

"I think there are three or four songs that are up there with some of the best we've ever done," confessed Gore.

Five of the songs were written by frontman Gahan, whose rich baritone has been the band's hallmark through the decades.

Performing today is "really an emotional thing," said Gahan.

"It's really raw and emotional to the point where at the end of tours, it's hard to say goodbye," he said.

Depeche Mode's textured sound, a blend of synthesizers, industrial samples, driving percussive and moody lyrics, made them one of the most popular bands to emerge from the British New Wave in the early 1980s.

Later successes, from 1989's "Personal Jesus" to 1997's "Barrel of a Gun" earned them fans among Goths and club kids around the world.

One reporter in the crowd cited the prevalence of synthesizer music today and the many musicians who have cited Depeche Mode as an influence, asking whether "You think you're still the best at this genre?"

"Yes, naturally," deadpanned Gahan, without missing a beat.

ROTTERDAM, The Netherlands (Reuters) - The Dutch art gallery at the center of an audacious heist last week said that the electronic locks on its doors were disarmed before thieves made off with paintings by Picasso, Monet and others worth tens of millions of dollars.

The seven stolen works - which also include a Gauguin, a Lucian Freud and a Meyer de Haan - were on loan from a private collection for a special exhibition at Rotterdam's Kunsthal of impressionism, expressionism, and other modern art movements.

The theft was one of the art world's most dramatic in recent years, and one of the biggest in the Netherlands.

The apparent ease with which the thieves entered and escaped has raised questions about the Kunsthal's security system and whether an insider was involved.

The Kunsthal said in a statement on Monday that the electronic locks on its doors were in working order, but were designed to automatically unbolt shortly after the burglar alarm was set off. After that, only mechanical door locks stood between the intruders and the Kunsthal's treasures.

"The theft on Monday night suggests the intruders forced the lock after the unbolting, presumably quickly," the statement said.

The thieves forced the mechanical lock on an emergency exit at the rear of the ground floor gallery. Police arrived at the scene within five minutes, but the intruders had already gone.

Defending its security installation in the face of speculation, the gallery said an independent inspection of its security apparatus in August had found only that one motion detector was blocked off. It had been immediately repaired.

On Friday, the police released security camera footage which showed the thieves entering through the back door before disappearing from the camera's field of view. Seconds later, they come back into view carrying bulky objects, and leave the same way they entered.

The faces of the thieves cannot be seen clearly on the footage, but police are appealing to the public to come forward if they recognize their bags or clothing. Police say they have already received 60 tips relating to the robbery.

The Kunsthal, in Rotterdam's leafy museum quarter, does not have its own collection.

It had only just opened a new exhibition of works from the private Triton Foundation - collected by the Cordia family, which made its money in shipping and oil - to celebrate its 20th anniversary when the break-in took place during Monday night.

The gallery reopened on Thursday, and the empty spaces previously occupied by the stolen paintings were filled with new works from the Triton collection.

Police appeals for information are posted around the museum park, home to half a dozen museums besides the Kunsthal, which was designed by Rem Koolhaas.

The museum has not said which paintings now hang in place of the stolen works, which included Matisse's "La Liseuse en Blanc et Jaune", Monet's "Waterloo Bridge, London" and "Charing Cross Bridge, London", Gauguin's "Femme devant une fen?tre ouverte", De Haan's "Autoportrait" and Freud's "Woman with Eyes Closed".

But even the absence of Picasso's "T?te d'Arlequin", which was the exhibition's centerpiece, has not dampened interest in the exhibition, which was crowded on Sunday.

"Numbers are way up since the theft," said the cloakroom attendant with a smile. "Disaster tourists."

2 off-duty Fla. officers fatally shoot naked woman

TAMPA, Fla. (AP) ? Two off-duty Florida law-enforcement officers fatally shot an armed, naked woman who confronted them at a social gathering Saturday, authorities said.

The shooting occurred at about 1:15 p.m. Saturday in Hernando County, north of Tampa. The county sheriff's office said in a news release that the men were approached by an "armed, naked and irrational female." The news release does not identify the weapon, but it says "one or both of the law enforcement officers fired their weapons, striking the female." She died at the scene.

Both officers have been placed on administrative leave as the Florida Department of Law Enforcement investigates the shooting in the Spring Hill community.

Authorities have identified the officers as Hernando County sheriff's Detective Rocky Howard and Tampa police officer William Mechler, who have served six and four years, respectively. Tampa police say Mechler was "off duty and acting in the capacity of a private citizen."

Lt. Cinda Moore, a spokeswoman for the Hernando sheriff's office, said in an email late Saturday that she could not immediately identify the woman or disclose the weapon she was carrying. She said she also could not comment on what the woman specifically said or did or whether she was told to drop the weapon, explaining that the FDLE is leading the investigation.

The Hernando County sheriff's office does permit the carrying of service weapons when off-duty, she said.

The Tampa-area shooting comes two weeks after a naked, unarmed University of South Alabama freshman was fatally shot by a campus police officer after going to the police station there and pounding on the glass. The shooting has led to protests by students.

Police said 18-year-old Gil Collar had taken LSD and acted aggressively when an officer came outside carrying a gun. The officer repeatedly backed away from the student before firing. An attorney for the student's family says Collar never touched the officer and the fatal shooting never should have happened. Authorities have said a grand jury will review that shooting to determine whether charges should be filed.

Increase in New Construction Tied to Decline in Foreclosures | The ...

(TheNicheReport) ? Recent data released by the U.S. Commerce Department with regard to construction starts is making home builders very happy, and they can thank the low levels of foreclosure activity over the last few months.?

Housing starts in September were 15 percent higher than the previous month, and almost 35 percent higher than last year. The figures from the Commerce Department not only surpassed expectations by economists and housing analysts, they also represent the highest level of residential building activity since July 2008.

One of the regional housing markets in California benefiting from this rise in construction is Sacramento. Sales of existing homes in Sacramento during September did not include as many foreclosures as seen in the past. Only 14 percent of sales were foreclosures, a volume that is down 50 percent from early February.?

Scarcity of Rock-Bottom Discounts

Real estate investors in housing markets like Sacramento have virtually snapped up the inventory of available distressed properties. Homeowners who are not underwater in their mortgages may not be ready to list their properties at a significant loss. First-time home buyers and other house hunters who are not investors are looking at new residences as their preferred option.

A representative for national home builder Taylor Morrison in California told the Wall Street Journal that their inventory of new homes is down to about a month. Sales in one of their communities are moving at the respectable rate of about six per month. At approximately $600,000 per transaction, these are hardly the rock-bottom deals that attract investors.?

Sellers Wait for the Right Time

Inventory may soon pick up for Sacramento, even before builders finish construction of new residences. Another regional housing market currently enjoying heavy demand is Phoenix, and the inventory there improved in September thanks to rising prices. Sellers tend to time the market in this regard; they will wait until the price is right.?

On a national level, the number of listings featuring previously-owned homes is now the lowest since 2007. The numbers of new construction listings was just 141,000 at the end of August ?hardly enough to satisfy demand. Mortgage applications for purchase transactions are 12 percent higher than last year. These figures may encourage homeowners to put ?For Sale? signs on their lawns.?

While real estate investors wait for more rock-bottom deals to become available as the shadow inventory gets smaller, builders will be busy building new homes in 2013. As long as construction activity continues at a healthy pace, more sellers will be expected to list their properties and contribute to the economic recovery of the housing market.

Boy in U.S. experiencing early onset of puberty

ScienceDaily (Oct. 20, 2012) ? A study conducted by the American Academy of Pediatrics (AAP) has documented that boys in the U.S. are experiencing the onset of puberty six months to two years earlier than reported in previous research.

The study, "Secondary Sexual Characteristics in Boys: Data from the Pediatric Research in Office Settings Network," will be published in the November 2012 Pediatrics and published online Oct. 20 to coincide with the AAP National Conference & Exhibition in New Orleans. The trend toward earlier onset of puberty in girls is now generally accepted and supported by extensive research. Until now, little research was available on the age of onset of puberty in boys in contemporary times.

The study was designed and conducted through the AAP Pediatric Research in Office Settings (PROS) practice-based research network, a system of hundreds of pediatricians nationwide who contribute data to AAP-led scientific studies on children's health. A 1997 PROS study was the first large study to document earlier pubertal onset in US girls. For the study of pubertal characteristics in boys, 212 practitioners in 144 pediatric offices in 41 states recorded information on more than 4,100 boys.

This new research found that the observed mean ages of stage 2 genital and pubic hair growth, and early testicular enlargement -- standard indications of pubertal onset -- were six months to two years earlier than documented by data several decades earlier. Pediatricians recorded the earliest stage of puberty as occurring in non-Hispanic white boys at age 10.14 years; in non-Hispanic African-American boy at age 9.14 years, and in Hispanic boys at age 10.4.

Overall, African-American boys were more likely to start puberty earlier than white or Hispanic boys. Study authors say the causes and public health implications of an apparent shift toward a lower age of puberty onset for boys is unclear and warrants further research.

"Contemporary data on the ages of pubertal characteristics in U.S. boys from onset to maturity, lacking until now, are needed by pediatricians, public health scientists, and parents," said study author Marcia E. Herman-Giddens, DrPH. "Following changes in growth and development is an important part of assessing the health of the nation's children. I am grateful to the pediatricians and the boys who participated in this exciting study."

"All parents need to know whether their sons are maturing within the contemporary age range, but, until now, this has not been known for U.S. boys," said PROS Director Richard C. Wasserman, MD, MPH, FAAP. "The PROS study provides 21st century standards."

"The landmark PROS study of the 1990s provided contemporary data for girls' puberty," Dr. Wasserman said. "A study on boys puberty was a logical follow-up. Our pediatric endocrinologist colleagues now use the PROS puberty assessment training materials in their own studies and fellowship training."

A SOUTH Korean construction company has expressed interest to invest in affordable real estate in Zambia.
IS DONGSEO is one of the world?s leaders in the construction of housing, manufacturing and other construction equipment.
Chief executive officer Min-Seok Kwon said the company is considering investing in Zambia because of its conducive investment policies.
Mr Min said this here in an interview yesterday after a team of three Zambian ministers toured one of the company?s multi-million dollar housing projects.
The delegation was made up of Minister of Commerce, Trade and Industry Bob Sichinga, Minister of Foreign Affairs Given Lubinda and Minister of Agriculture and Livestock Emmanuel Chenda.
Mr Min said some senior managers of the company visited Zambia early this year and are interested in investing in the country.
?We want to come to Zambia and see the various investment opportunities that you have to offer. This is one of the reasons we organised this tour so that we can collaborate further,? Mr Min said.
He said the company wishes to engage government to explore various investment opportunities.
Mr Min said IS DONGSEO will also consider investing in agriculture, civil engineering and road construction.
?I heard that Zambia?s investment climate is the best on the entire African continent and that is how we got to know about your country,? Mr Min said.
He said IS DONGSEO will in the next few months set up an office in Zambia to study investment opportunities.
Mr Min said Zambia is the first African country the company has considered to invest in.
He cited Vietnam and China as some of the countries the company operates from.

Reporters often find themselves battling elements in the midst of live shots but those elements tend to be more of the weather variety. For NBC LA's Robert Kovacik, no hurricane or wildfire conditions were necessary for a truly unnerving piece of footage.

While appearing on Thursday's 11 p.m. news, a sizable roach also made a television appearance and proceeded to crawl ALL OVER Kovacik. Take a look at the video as the vermin makes tracks up his arm and across his shoulders; like the pro he his, Kovacik doesn't even bat an eye.

He tweeted afterward: "Thanks viewers for noticing the 'guest' in our live shot! Any names for my new pet?"

If Kovacik's name sounds familiar for reasons outside his reporting, your memory is sharp. Kovacik was dining at the Beverly Hills Hotel's Polo Lounge just before Christmas in 2010 with "Real Housewives of Beverly Hills" star Lisa Vanderpump when an "extremely drunk" man approached their table. The man reportedly began to ask harassing questions of Vanderpump, such as, "What are you doing with old people?" When Kovacik attempted to get the man to stop, the man responded by punching Kovacik in the face and shoving Vanderpump's husband, who was dining with them, to the ground.

APNewsBreak: Questions for Medicare in outbreak

WASHINGTON (AP) ? Medicare is coming under scrutiny in the meningitis outbreak that has rekindled doubts about the safety of the nation's drug supply.

The giant health insurance program for seniors long ago flagged compounded drugs produced for the mass market without oversight from the Food and Drug Administration as safety risks. In 2007, Medicare revoked coverage of compounded inhaler drugs for lung disease.

But Medicare doesn't seem to have consistently used its own legal power to deny payment, and critics say that has enabled the compounding business to flourish.

Now program officials are scrambling to find out how many Medicare beneficiaries are among the more than 250 people sickened in 16 states in a still-growing outbreak that has claimed 20 lives.

The illnesses have been linked to an injectable steroid used to treat back pain, made by the New England Compounding Center, a Massachusetts specialty pharmacy. The medication was contaminated with a fungus.

A senior lawmaker and consumer advocates are raising questions about Medicare's role, including an apparent lack of coordination between Medicare and the FDA, the two most powerful agencies within the federal Health and Human Services Department.

In response, a department spokesman says Congress needs to provide the FDA with stronger powers.

The meningitis outbreak has called attention to the role of compounding pharmacies in supplying medications routinely used by hospitals and doctors to treat patients. Regulated primarily by states, the pharmacies specialize in customizing doses for individual patients who have allergies to ingredients in an FDA-approved drug, or who might need a smaller dosage than what's available commercially. But some pharmacies have pushed into full-scale manufacturing.

Medicare has long been aware of the risks.

"By compounding drugs on a large scale, a company may be operating as a drug manufacturer within the meaning of (federal law), without complying with requirements of that law," Medicare's coverage manual, a reference for contractors that handle payments, says in a section dealing with compounded drugs.

That situation, adds the manual, fails Medicare's basic standard, that treatments must be "reasonable and necessary" in order to be covered. "This means, in the case of drugs, the FDA must approve them for marketing," says the manual.

It goes on to say that billing contractors should wait for instructions from Medicare before cutting off payment in specific cases where the FDA has determined that a company is producing compounded drugs in violation of the law.

"Medicare indicates in its own policy documents that it can cut off payments for compounded drugs produced under manufacturing-like conditions," said Sen. Charles Grassley, R-Iowa, who over the years has pushed for stronger government oversight of the pharmaceutical industry.

"Medicare should explain whether it uses this step, and if not, why not. Every avenue for explaining how this health crisis occurred and preventing others like it needs exploration," he added.

Joyce Lovelace of Albany, Ky., says she doesn't understand how the outbreak could have happened. Eddie Lovelace, her husband of 55 years, died of a stroke after receiving injections of the steroid implicated in the outbreak as a treatment for pain from an auto accident.

"I'm 100 percent behind not paying ... whether it's Medicare, Blue Cross, or whatever," she said. "Somebody dropped the ball and as a result my husband is gone." Eddie Lovelace, 78, a long-serving judge, was still working at the time of his death and Medicare was not his primary insurance.

Medicare officials are looking into whether the program paid for drugs that have sickened patients.

"If the FDA determines a company is producing compounded drugs in violation of (federal law), Medicare will not reimburse for drugs produced in that facility," said HHS spokesman Tait Sye. "The FDA's regulatory authority over compounding pharmacies is more limited by statute than it is for typical drug manufacturers. We urge Congress to strengthen the FDA's authority."

FDA records show that in 2006 the agency issued a warning letter to the New England Compounding Center for producing anesthetic creams, but officials were unable to say if Medicare was alerted.

In a separate case, Medicare seems to have taken sweeping action on its own without much prodding from the FDA. In 2007, Medicare stopped coverage for compounded inhalation drugs used to treat lung disease.

"Compounded drugs are not considered interchangeable with FDA-approved products," said an information bulletin at the time from Noridian, a major Medicare payment contractor. "The absence of testing for safety and effectiveness has the potential of putting a patient at increased risk of injury, illness or death."

Michael Carome, deputy director of Public Citizen's health research group, says Medicare's policy on compounded drugs seems "internally contradictory."

"They do appear to have a policy for which the default setting is that Medicare does not cover drugs that have not been approved by the FDA," said Carome. "That essentially applies to many, if not all, drugs made by compounding pharmacies."

Medicare's defenders say the agency may be reluctant to act for a number of reasons. Cutting off compounding pharmacies could aggravate drug shortages. Also it could open Medicare to a political counterattack from industry, even charges of rationing.

But Carome, a kidney specialist who once served in an HHS regulatory office, says the alternative is that compounding will continue with little federal oversight and recurring outbreaks.

If Medicare had expanded its compounding crackdown beyond just lung disease medications, "that might have prevented the widespread use of these drugs," Carome said. "Without coverage, things don't get used."

'Confirmed': Apple's Mystery October 23 Event to Launch Smaller Retina MacBook Pro and Mac Mini

Apple is apparently staging an as-yet unannounced invitation-only event on October 23. It looks like it will be the launch of a smaller Retina MacBook Pro and the Mac Mini, if a "consistently reliable source at a high-profile U.S. retailer" is to be believed. This rumour is enough to convince 9 To 5 Mac that this model is "confirmed" for the launch.


The new 13" MacBook Pro will sport a Retina display of the same or similar resolution to its bigger brother and look very similar to the 15" version released in June, just smaller. It will be sold in two major versions, one with the coveted Retina display and one without. There will also be a choice of processors and storage. The 15" Retina MacBook is codenamed D2, while the 13" version is apparently codenamed D1.

Like with the 15-inch MacBook Pro lines, the 13-inch MacBook Pro with Retina Display will be sold (at a higher price) in addition to the current non-Retina display model. That computer was updated with faster processors and USB 3.0 in June.
